Process Safety Analysis
Under current legislation the statuary responsibility required to safeguard against hazardous conditions in industrial settings can not be ignored. For infractions to worker safety and environmental laws, industries can be fined in exess of $1 million and maangement can be held peronably liable. It is important that managers, safety specialists and engineers be proactive in their approach in implementing Process Safety Management (PSM) programs to safeguard against existing and potential hazards. A key component of the PSM is the Process Hazard Assessment (PHA) which is a requirement under the Ontario Occupational Health & Safety Act (OHSA). The PHA is the basis of an effective overall PSM program and as such, it is required, that it be performed throughout the life of a process. The PHA involves an organized effort to identify and evaluate significance of hazardous situations associated with a process activity. It pinpoints weaknesses in the design and operations of facilities that could lead to hazards, such as, accidental chemical releases, fires, explosions or personal injuries.
