Occupational Health & Safety Programs and Policy

Successful Occupational Health & Safety (OHS) programs are built on sound policy frameworks. The OHS policy represents the foundation from which OHS goals and objectives, performance variables, and other systems components are developed. The OHS policy needs to be short, concise, easily understood and known by all employees in the organization. It is a document that expresses the organization's OHS values.

OHS goals and objectives follow naturally from the OHS policy. They have to be measurable and appropriate to the size, nature, and complexity of the organization's activities. The goals and objectives reflect the organization's commitment to a healthy and safe workplace that is free of known hazards.

The most effective OHS programs are based on the Deming cycle. Once an organization's policy is developed then it is used to set the targets and objectives based on the policy and legislative requirements. These are integrated into the operational levels of the organization using training, operating procedures and defined responsibilities. Effective implementation has to be monitored and controlled with both internal and external audits of the system. Finally management has to review the entire system periodically and make adjustments if needed in the entire program to improve its effectiveness.
